Fix stats.arenas.<i>.[...] for --disable-stats case.

Add missing stats.arenas.<i>.{dss,lg_dirty_mult,decay_time}
initialization.

Fix stats.arenas.<i>.{pactive,pdirty} to read under the protection of
the arena mutex.
