Remove malloc_swap_enable().

Remove malloc_swap_enable(), which was obsoleted by the "swap.fds"
mallctl.  The prototype for malloc_swap_enable() was removed from
jemalloc/jemalloc.h, but the function itself was accidentally left in
place.
