Add JEMALLOC_CXX_THROW to the memalign() function prototype.
Add JEMALLOC_CXX_THROW to the memalign() function prototype, in order to

jemalloc/jemalloc.h and malloc.h in C++ code.
This change was unintentionally omitted from
ae93d6bf36
